ICANN Working Group Issues Recommendations Regarding Domain Hijacking - The working ICANN working group published its recommendations on the proposal that would allow domain owners to claw back domains for up to six months in the case of theft of a domain.
Some worried that this provision would be used to undo a transaction by a seller that got a higher offer on a domain after a sale was made public or by someone who just changed their mind after a sale:

House Rep. Promises Hearings On New gTLD’s: “We Want To Ask Them Why It Is Necessary & Important To Do That” - During his remarks this weekend on C-Span Rep. Zuccarini Files Another Lawsuit, This Time Adding ICANN to a List -
Zuccarini sues three companies for negligence.
John Zuccarini has filed another lawsuit (pdf) stemming from the sale of 14 domain names on NameJet.
In this case he counts Network Solutions, NameJet, and now ICANN as defendants.
Zuccarini owes the IRS and creditors $550,000, some of which involves a cybersquatting judgment against him.
A court-appointed receiver was holding some of his domain names to satisfy these debts, but he accidentally let some of them expire. ... read more ...

US Wants To Make Loser Pay For All Costs & Domain Transferred Under New Uniform Rapid Suspension (URS): ICA Responds - On last Friday, January 28th the U.S. Department of Commerce (DOC) submitted a paper to ICANN’s Governmental Advisory Committee containing its suggestions for what position the GAC should push for at its February 28 – March 1 meeting with ICANN’s Board.
According to the letter the U.S. wants the GAC to ask ICANN to make the Uniform Rapid Suspension (URS) into a “loser pays” system.

ICANN Briefing Documents Still Full of Redactions -

ICANN continues to hide details of staff briefings to Board.
ICANN is continuing to redact large portions of its board briefing documents, despite the recommendations of its Accountability and Transparency Review team.
The organization has just published over 300 pages of documentation that was used to inform its board of directors before its meeting in Cartagena last month.

More time to weigh in on new top level domain name plan.
ICANN frequently extends the deadline to submit public comments on both major and minor issues. But this is done prior to the comment period ending to give people more time to consider how they want to weigh in.
A number of people requested additional time to comment on the proposed Final Applicant Guidebook for new TLDs but were rebuffed and the comment period ended a week ago.

San Francisco event could be good for domainers — if they bring their professionalism.
Next up on the ICANN meeting schedule is meeting #40 in San Francisco.
Being the first U.S. meeting in a while, and since there will be some sort of TRAFFIC event immediately proceeding the event, you’re going to see a lot more domainers there than usual. In A Video Interview ICANN’s CEO & Chairman Says .XXX Extension Approval “Is Little More Than A Formality - ICANN Chairman Peter Dengate Thrush and CEO Rod Beckstrom indicated in a video tapped interview today ICANN will proceed with the registry contract over the GAC’s objections, if necessary

Will ICANN Ever Approve New gTLD’s? Check Out The Language In This Resolution - One of the resolutions the ICANN Board made on Friday may indicate that new gTLD’s applicants may have a LONG time before getting their extension.
The Resolution passed on Friday, entitled Consumer Choice, Competition and Innovation, said:

ICANN Colombia Meeting: All Talk; No Action - As the ICANN meeting wrapped up with ICANN punting on making any meaningful decision after a 5 days of committee, subcommittees, working groups, advisory board meetings, public comment sessions and Board meetings, my feeling leaving Colombia is that the meeting amounted to All Talk and No Action.
For those of you who have never attended an ICANN meeting (which is free to attend) there are typically 6 or more opened or closed sessions going on at the same time, for 5 days from 9am to 6pm.

The UK & Other Governments Give The ICANN Board A Good Working Over On The New gTLD’s - The 2nd day of the ICANN meeting in Colombia was highlighted by The Government Advisory Committee (the GAC) open meeting yesterday with the ICANN board.
The room was packed.
Not a seat was avaliable and many people stood and leaned against the walls to hear what representatives of governments from around the world had to say about the new gTLD program and the current “final” Guidebook.

ICANN’s Registries Stakeholder Group (RySG) has submitted comments regarding the Proposed Final Applicant Guidebook for new top level domain names. One proposed change sticks out: requesting no notice requirements for price changes on top level domain names.

ICANN says article by KnujOn is factually inaccurate.
KnujOn has been a controversial group when it comes to trying to clean up domain name abuse.
Its latest attack was on ICANN in an article on CircleID titled “Two Years Later Dozens of Registrars Still in the Shadows“.

ICANN Day 1: The Natives Are Getting Restless & Other Observations - The ICANN meeting got under way in Colombia yesterday and the new gTLD’s were back front and center.
There were two sessions on the new gTLD program today and my general take away from listening to the many people who got up and spoke during the sessions is that the applicants and service providers are getting tired of the process and want ICANN to move ahead NOW.
