Governments import in on village and two-letter domain names - ICANN GAC concerned about community priority evaluations but not two-letter domain names. The Governmental Advisory Committee to ICANN has issued its GAC Communique (pdf) from this week’s meeting in Los Angeles. There are a couple notable items on it related to new top level domain names. First, the GAC noted apparent inconsistencies with recent Community Priority Evaluations and asked ICANN to consider an appeal process. Based on the language, it appears governments ... read more ...

Cheers! .Wine and .Vin domains prepared to be bottled - Wine domain names can move forward without additional restrictions. The New gTLD Program Committee of ICANN’s board has given the green light for the .wine and .vin top level domain names to move forward without additional restrictions. [Update: put a cork in it! The GAC has apparently found a procedural error that will delay the Board’s decision.] A number of governments, particularly in Europe, were opposed to the delegation of the domain names without added ... read more ...

Hardheaded governments vs. Amazon.com - Amazon details some of the concessions it was willing to make to governments in the Amazon region. One of the more peculiar new top level domain name battles is the one between Amazon.com and and governments of the Amazon area, including Brazil and Peru. At the request of these countries, the Governmental Advisory Committee has effectively killed Amazon.com’s bid for .amazon and two internationalized equivalents in Japanese and Chinese. It’s sometimes difficult ... read more ...

ICANN still deliberation IGO protections, though adds deadline to discussions - No acronym protections if IGO protections not resolved by Buenos Aires. One of the Governmental Advisory Committee’s (GAC) requests for new top level domain names is that both the names and acronyms of intergovernmental organizations (IGOs) be protected from second level registrations. This is, I imagine, because of the grave damage that would be inflicted on the European Centre for Medium-Range Weather Forecasts if ECMWF.baseball were to be registered. The GAC’s ... read more ...

GAC plays God with a Durban Communiqué - New TLD applicants’ disdain for the GAC must be growing. The Governmental Advisory Committee has released its Durban Communiqué (pdf), summarizing what it did during this week’s meeting in Durban and its advice to ICANN’s board. Even as someone who’s not directly involved with new TLD applications, I have to admit I got angry reading the Communiqué. I think this sums up my reaction: Just who do these guys think they are? It’s almost as if the GAC knows ... read more ...

What they’re observant about a GAC’s guarantee advice - Is the GAC right? It depends on who you ask. The ICANN New gTLD Board Committee request for comment on the GAC’s safeguard advice has closed, and the reply period will open soon. Here are some select comments, along with links to the full comments. “Instead of Guidebook advice, the GAC has offered public policy advice and expects the whole New gTLD program to be halted until such advice is considered and adopted.” -Jonathon Nevett, Donuts Inc “The GAC is proposing ... read more ...

Stupid, incompetent, or both? - A Generally Atrocious Communiqué. I’ve learned a lot over the years while writing about the domain industry. In the past three years I’ve learned that if there’s a laborious article I need to research and write that has to do with new TLDs, I can just wait a little while and Kevin Murphy will do it instead. That’s what he’s done with “This is how stupid the GAC’s new gTLDs advice is“. The GAC’s “advice” about new top level domains coming out ... read more ...

Governments Deliver Another Blow to New Top Level Domain Timeline - GAC asks to postpone expressions of interest for new top level domain names. The Governmental Advisory Committee (GAC) is asking ICANN to delay a decision on the so-called “Expressions of Interest” process for new top level domain names. In a letter dated January 26, GAC Chairman Janis Karklins says that the period of community feedback has been to short and more time is needed to deliberate and fully understand the implications of the EOI process. The chairman ... read more ...
