166 page report describes plan to completely scrap WHOIS as we know it.
Last year I wrote about a plan to scrap Whois as we know it and replace it with a new Registration Directory Service (RDS).
The initial proposal, created by an ICANN working group, was rather complicated and 49 pages long.
Now the Expert Working Group has issued its final report. It weighs in at 166 pages and is sure to be a hot topic at the upcoming ICANN meeting in London.

First ICANN “Auction of Last Resort” to take place subsequent week -
First of many planned new top level domain name auctions to take place next week.
It’s a last resort, and it kicks of next week.
ICANN will hold its first new top level domain name auction next week to settle the contention set for .信息, which roughly translates to “information”.
Afilias, the registry behind .info, will bid against Beijing Tele-info Network Technology Co., Ltd. for the name.

The DotCom Act and Why Democrats Think It is Unnecessary - The DotCom Act is starting to get a little more steam behind it, over the past week Grover G. Norquist, President, Americans for Tax Reform, sent a letter urging support and in that letter picked out .SUCKS.
The ability to establish domain names does indeed come with its own powerand responsibility.

Special Rights for IGOs and INGOs Could Lead To Registrant Rights Disappearing When it Comes to UDRP - A slight change of one word could open the door for domain registrant rights to evaporate over time. Currently ICANN is looking at a Preliminary Issue Report on Access by IGOs (Inter Governmental Organization )and INGOs (Inter Non Governmental Organization) to the Curative Rights Protections of the UDRP and URS. Politico: House Appropriations Proposes To Cut NTIA Funding To Prevent ICANN Transition - According to Politico.com the House Appropriations Committee is proposing to slash NTIA spending by 20% to defund the IANA transition.
“The House Commerce-Justice-Science appropriations subcommittee report on its FY15 funding bill unveiled this week expresses wariness about NTIA’s plan to relinquish oversight of ICANN.”

After 50 ICANN Meetings, Its Amazing ICANN Never Held A Meeting In These 10 Places - ICANN is about to hold its 50th meeting in London from June 21st. June 25, 2014.
Looking back at the previous 49 ICANN general meetings and where they have been held. I figured I would point out 10 spots around the globe that its pretty hard to believe ICANN has not held a meeting in.

The ICA Comments on ICANN Preliminary Issue Report on IGOs and INGOs - Phil Corwin of the ICA has sent a comment to ICANN regarding the Preliminary Issue Report on Access by IGOs and INGOs to the Curative Rights Protections of the UDRP and URS.
In that report, the staff recommended the GNSO Council initiate a PDP (Policy Development Process) to see if they should modify the UDRP and URS process so that IGOs and INGOs could access these as to basically go after their acronyms at the sld level. Stuart Lawley Chats About ICANN & The New gTLD’s On Cavuto Fox Business Show - Stuart Lawley the CEO of the ICM Registry, which operates the .XXX top level domain name extension and an applicant for .sex, .porn and .adult was interviewed by Cavuto, on Fox Business News, in a segment which lasted over five minutes.

WSJ: If The UN Gets Control Of ICANN Your Domain Registration Fees May Increase, A Lot - The Wall Street Journal just published a story by Karl Borden who is a professor of financial economics at the University of Nebraska who warns that if the US gives up its oversight control over ICANN and the United Nations winds up in that roll, expect that fees are going to be imposed on every domain registration to support not only ICANN but UN activities.

A lot of new top level domain name applicants have filed “Reconsideration Requests” after finding themselves on the losing end of objections.

ICANN Last Resort Contention Auctions Look Like a Go With 1st Planned For Jun 4th - ICANN just published a schedule of contention resolution Last Resort Auction and they start on June 4th with a goal of having 20 a month and resolving all of them in 1o months.
This should push many applicants to go into a private auction where the funds go to the other applicants or in the RightoftheDot.com model even to Charities and other non-profits.
There is a schudule of auctions and 10 pages of very firm rules on how the Last Resort Auctions will be conducted.

Strickling Refines Last Weeks Announcement On ICANN: No Government-Led Solution Will Be Accepted - Lawrence E. Strickling the Assistant Secretary for Communications and Information and NTIA Administrator seems to have backed off the statement he made last Friday, that the US was ready to let ICANN go out of United States control.
In an announcement he made today Stickling said:

55 new TLDs ask grant from Registry Code of Conduct -
55 .brand application owners request exemptions.
Today ICANN posted 55 requests made by new TLD applicants for an exemption from the Registry Code of Conduct.
The Registry Code of Conduct for new TLDs includes provisions related to showing preference to different registrars, registering domains in the registry’s own right, frontrunning, and control between an owned registry and registrar.

Verisign Issues Statement On ICANN’s Move & Is Down Over 5% In Pre-market -
VeriSign, Inc. VRSN today provided a statement on the National Telecommunications and Information Administration’s (NTIA) announcement of its intent to transition key Internet domain name functions.
Verisign shares are down over 5% in pre-market activity trading at just over $52 a share.

The ICANN change in net assets is $3.3M, or 13.6%, higher than budget during the first six months of FY14 mainly as a result of (i) delays in planned operations ($2.8M, see Operating Expenses below), (ii) timing differences of ccTLD contributions ($1.3M), (iii) Reserve Fund and New gTLD investment income of ($3.7M) and ($1.4M), respectively, offset by (iv) delayed evaluation processing in the New gTLD program resulting in lower revenues recognized for the period (-$8.0M).
